Arcgis操作系列1 - arcgis平面米转度方法

1方法1：

用这个工具可以转换坐标，但是不能换投影系统，比如可以2000平面转2000经纬度，如果要2000平面转84经纬度，需要输入转换参数。

方法2：

使用arcgis 的geometry project方法 分别输入输出坐标系和gemetry值

代码调用arcgis 的API
